Ilham Aliyev, the President of Azerbaijan, gave an interview to state television in airplane on a way to home. Mr. Aliyev gave comprehensive information on current negotiations over Daqliq Qarabaq conflict. Meanwhile, the presidents of Azerbaijan and Armenia met for the 3rd time in the frame of Minsk Summit of heads of the CIS member countries. The full interview as follows. Nearly 3 years, the negotiations between Azerbaijan and Armenia have being held within frame of Prague process. And we hold a number of meetings during this period. The issue is discussed both in the level of Foreign ministers and the presidents. There were several stages and I can say that we are approaching to the end of the negotiation process. Almost we discussed all the issues within these 3 years. The position of the sides was defined exactly. We are in the situation that the future of the negotiations depends on our steps. In general, I assess the consequences of the negotiations positively. The cochairmen of OSCE Minsk Group were in Baku and Yerevan in these days. Azerbaijan responded to their proposal on holding meeting of the presidents. With regard to negotiations it lasted in constructive conditions. The disputed issues were discussed as well as were on the focus of the attention. We have achieved to solve a number of issues, recently. Some of the arguable problems have already been settled. But there are certain principal issues which lead to divergence of opinion. And both presidents carried on negotiations over these aspects. Azerbaijan's position on this problem is unchangeable. We insist on the solution within frame of territorial integrity of the Republic of Azerbaijan. 4 resolutions of the UN have to be fulfilled immediately. Azerbaijani territories should be cleared from aggressive powers. I may say that we are satisfied with the activity of the international organizations in this sphere. The respected international organizations had their say on the settlement of Daqliq Qarabaq problem. And it strengthens our position. In general, all the issues can be solved within certain frames and under international law. No issue can be solved behind these principles. Any precedent in this field may lead to other obstacles. The territorial integrity of Azerbaijan should be reinvigorated. The inhabitants of Daqliq Qarabaq have to get high self-governance status within frame of territorial integrity of Azerbaijan. The situation around ANS television is also the matter of discussions. And I think that political approach is not right in this issue. In different times, before and during my presidency I always supported consolidation of free media. At the same time I rendered my aid to the activities of ANS whenever needed. In difficult times for the channel, the officials of ANS can confirm it, I always was with them. I did it because I count that consolidation of free and independent press is necessary in Azerbaijan. Meanwhile, every issue must be solved within framework of law. We create juridical state in Azerbaijan. I demand all clerks and officials obey rules. From ordinary citizens to the head of state, from an ordinary journalist to the head of a channel. Everybody must submit to law. Some could like law, some people may not like law. But society is governed by state laws. No one can put himself over law. Sometimes some mass media think that being a member of press, journalist or being head of a mass media gives special privileges. It is not so, everybody is in the same situation. There are state structures and Television and Radio Council. They have based remarks. They have based proposals. Every media means must meet these demands. Therefore I count these issues can be solved in business circumstances and if the demands indicated in the warnings are met, then channel can resume its activities. You know, it is impossible to limit or to close any media means at our times. We are living in Internet era, where we provide all our schools with internet to let our children to get acquainted with happenings in the world from early ages. I often visit Azerbaijani regions and I saw they have satellite dishes even in nook villages. So, it is impossible to limit a media means. But everyone must obey the law. All activities should within the frames of law. No one would be given advantages before others. This is my principal stand and I won’t step back from my position. All issues should be within law. In this case there would be no problem at all. I want to see Azerbaijan independent, economic strong, political free, open to modern world, ready to cooperation modern state. I want to see Azerbaijan a state with a powerful army able to store our territorial integrity and to protect our country. I’ll do my best in this direction and nothing can prevent me from this way.
